The post holder will work between BRIC, based at the Western General Hospital and CRIC, based at the Royal Infirmary, Little France site. The facilities are home to a strong team of clinical researchers, image analysts and software developers.

The applicant must have significant experience within a supervisory or managerial role with financial, technical and HR responsibilities gained in a clinical research facility. Detailed knowledge and understanding of work processes and practises, analytical and problem solving capabilities, as well as experience of managing budgets and staff are essential. Direct experience o! f imaging research management would be an advantage.

Job Purpose

The post holder is responsible for the operational management of two clinical research imaging facilities (CRIC and BRIC) and will play a key role in developing and implementing shared management and administration mechanisms to ensure an appropriate degree of integration and operational consistency between the Centres.

Main Responsibilities

Facilities Management (40% of time)
Day-to-day facility management of the research imaging facilities at CRIC and BRIC, including management of staff and related HR activities, health and safety management, finance and accounts,
Ensure facilities and equipment remain functional and properly maintained. Oversight of facility use and booking systems to ensure each Centre is operating effectively.
Interaction with core management team members at both sites, plus coordination of activities with facili! ty management groups including local building management, UoE and NHS Estates and Buildings departments.
Implement efficient, validated practices for facilities and data management where not already in place. Maintain and improve these operational practices as the facilities evolve.

Financial Management (20% of time)
Responsible for the effective management of centre level finances and budgets; requiring the preparation of budget statements and the coordination of year-end processes. Contribution to long term financial planning and formulating scan rates. Ensuring timely invoicing and purchasing processes are implemented.

Researcher Support (20% of time)
Along with the Business Manager for Imaging, act as a point of contact for researchers requiring access to imaging research facilities and expertise; ensuring enquiries are dealt with in a professional and timely manner.

Centre Development (20% of time)
Establish effective relation! ships with Centre staff at all levels, assessing needs and requirements! ; monitoring and managing performance and planning and implementing new and/or improved processes to increase the operational efficiency of each Centre as well as helping develop team members.

Planning and Organising

Oversee Centre resources and contribute to the resource planning processes for BRIC and CRIC to ensure that finances are appropriately and efficiently managed.

Work closely with the Centre Administrators to ensure financial information, e.g. monthly budget statements, year-end processes is available to College Accounts, the Business Manager for Line Imaging or other senior managers within required timescales.

Lead short-term imaging group projects as directed by Centre Directors and core management team, plus contribute to larger university-wide projects as part of a project team, to support the achievement of project objectives e.g. assist with the design, planning, and implementation of the new BRIC facility at Little Franc! e.

Contribute to the long term vision for clinical imaging in Edinburgh.

Develop and determine workflow and activity scheduling of the Centre Administrators in order to meet targets and/or turnaround times.

Attend internal and external meetings to ensure that operational activity is proceeding as planned.

Coordination of activities with a number of internal stakeholders (e.g. HR, College Accounts, Finance from both NHS and University of Edinburgh, School and College level administration and many diverse imaging research groups) plus may interact with external organisations alongside the Business Manager and Centre Directors.

Problem Solving

The postholder will be required to deal with and resolve a wide range of operational problems including those related to the scheduling of appointments, equipment failure, responding to requests from researchers, local staffing issues. In addition to responsive problem solving the pos! tholder will also be pro-active in analysing local management processes! and putting forward recommendations through the provision of briefings, presentations or written reports, to facilitate the improvement of processes or interpretation of issues/problems and support decision making by higher Centre Management

Provide a suitable environment for conducting clinical imaging research across facilities at the University of Edinburgh ensuring compliance with statutory requirements and the regulations and guidance laid down by the University and NHS. Ensure records/reports meet NHS/University of Edinburgh requirements plus clinical research regulations and requirements (e.g. principles of GCP) through monitoring, maintenance and troubleshooting.

Decision Making

Working with the Centre Directors and the Business Manager for Imaging the post holder will be responsible for planning and organising much of their own work plus utilising the centre administrators to meet the local management requirements of the imaging faciliti! es.

The postholder will make the majority of decisions relating to the operational needs of the Centres’. To support decision making the postholder will be expected to seek advice and information from colleagues in other departments such as HR, Finance and Estates & Buildings to discuss options or proposals for action.

Educated to degree level or equivalent

Dimensions

BRIC has a staff number of between 30 and 40 full and part time staff, which fluctuates due to short term visiting researchers and students plus many PhD students and longer-term researchers housed within the facility. Along with the Centre Administrator for BRIC, the job holder will be the primary point of contact for management of BRIC staff and students; with a responsibility for the administration of these people. BRIC currently houses a single MRI scanner plus significant image analysis and data management equipment. The expectation is that this will be expanded to two MRIs (one at WGH, one at RIE) in the near future running concurrently. Long term, BRIC will consolidate presence onto the RIE site, but only once the existing WGH scanner is obsolete and no longer financially viable

CRIC has a staff number of around 40 peop! le, which also fluctuates due to short term visiting researchers and st! udents. Along with the Centre Administrator for CRIC and the administration of the research Centres within the QMRI and Chancellor’s Building, the job holder will be the primary point of contact and has a responsibility for the administration of CRIC staff and students. CRIC houses a Cyclotron/Radiochemistry facility, a PET/CT scanner, a CT scanner, a MRI scanner and the Image Analysis Core of the Edinburgh Clinical Research Facility.

Job Context and any other relevant information

The post holder will work flexibly at both the CRIC and BRIC facilities, expecting to spend about half their time in each overall, although work prioritisation may mean focus on one particular centre at any one time. These imaging facilities provide researchers with access to imaging equipment and the expertise to perform high quality clinical research using imaging. An important facet of the post is to see that research teams properly utilises the equipment and generates relev! ant data to address specific research questions

The imaging facilities at CRIC and BRIC are income generating research facilities. However, the facilities are measured on the quality of the research supported. Therefore the management of the facilities has to always balance income generation with quality and innovative research; the research undertaken has to be evaluated on many varied criteria. The quality of the research carried out is vital in terms of meeting regulatory requirements, ethical considerations and reputational enhancement; this role is central to achieving the required level of quality research across the imaging facilities of the University.

NHS Honorary Contract
An Honorary NHS contract will be sought for the successful post holder. You therefore must be eligible to hold an honorary contract with NHS Lothian, and must also be registered with the General Medical/Dental Council or Nursing & Midwifery Council if appropriate to the role! .
It should be noted that the offer of appointment is subject to Oc! cupational Health clearance prior to commencement of duty.

Salary
The role is grade UE07 and attracts an annual salary of £30,424 to £36,298 for 35 hours each week. Salary is paid monthly by direct transfer to your Bank or Building Society account, normally on the 28th of the month. Salaries for part-time staff are calculated on the full-time scales, pro-rata to the Standard Working Week.

Pension Scheme
This role is grade UE07 and therefore the post holder is automatically included in membership of the Universities Superannuation Scheme (USS), subject to the USS membership criteria, unless they indicate that they choose not to join the Scheme.

Hours to be Notified (HTBN) will automatically become a member of the USS scheme if their monthly earnings are deemed to be ‘qualifying earnings’ (equivalent to the HMRC monthly threshold above which their earnings are taxable). If the post holder’s earnings are not deemed as “qualifying ea! rnings” and therefore will not automatically become a member they can opt in to the USS Scheme.

Research Assessment Exercise (RAE) 2008

In RAE 2008, the College was placed first of 28 submissions in the UK, in Hospital-Based Clinical Subjects. Of all those submitted at the international level 80% of the submission were judged world-leading (4-star, 40%) or internationally excellent (3-star, 40%) levels.
The College was placed fourth in Agriculture, Veterinary and Food Science, but was the first-placed veterinary school (by 4*) and delivered the largest volume of 4* research in the whole UK.
