Accountable to the Clinical Director for the overall organisation, planning and management of support services and the associated operational plan in order t! o deliver and achieve the Small Animal Hospital’s (SAH) strategic objectives.

Main Duties and Responsibilities

Management:

  • Manage and develop the operational support structures in the SAH to secure effective delivery of the hospital’s priorities and continually improve administrative efficiency.
  • Ensure the continued development and provision of high quality technical and administrative support.
Identify and deliver to measurable milestones, specifically to ensure:

The pertinent policies and procedures are being implemented and adhered to.

The management of purchasing/procurement processes are compliant and efficient.

The SAH meets its financial targets through a focus on income and expenditure, without compromising quality.

The stock control processes are performed correctly and are analysed and reported.

The prompt management of the insurance claims.

Standard! s for cleanliness and appearance of all areas of the hospital ! are maintained and monitored to ensure quality control.

  • Ensure that SAH meets the demands of all relevant legislation including that affecting the veterinary profession in the UK â€" e.g. RCVS Professional Conduct for Veterinary Surgeons & Veterinary Nurses, Health & Safety at Work Act, Veterinary Medicines Regulations, Professional Indemnity and Employment Liability Insurance
  • Prepare health and safety documents and provide guidance to all staff and students within the Hospital, which meet the requirements of the Health and Safety at Work Act and other pertinent legislation, and ensure that this is kept current.
  • Prepare, review and/or evaluate hospital manuals, staff handbooks, protocols, risk assessments and standards.
  • With appropriate professional guidance, establish and maintain data monitoring systems within the SAH, e.g.
Controlled drugs.

Radiography exposures.

Surgery work.

Laboratory w! ork.

  • Deliver capital projects, minor works and repairs in a timely and cost effective manner through direct liaison with Estates and Buildings.
  • Delivery of effective customer service to referring veterinarians and clients, e.g. clinical audit, service audit, building and personnel security arrangements and management of client feedback.
Financial:
  • To deliver cost control and value for money as set out in the business plan as purchase authoriser on expenditure in the SAH.
  • To coordinate major purchases of new equipment, administer tendering processes, negotiate and review service/supplier contracts.
  • To maintain asset registers for balance sheet and insurance valuation.
  • To establish and maintain stock control arrangements, to include:
Storage of drugs and supplies

Review supplier pricing

Client Communications:
  • To demonstrate by example, the prin! ciples of good client service and ensure that all staff are trained app! ropriately to be customer focused at all times.
  • To establish standards and written protocols for client communications in the SAH, e.g. telephone answering, in-patient queries, reminders, sympathy cards/letters, new client introduction etc.
  • To liaise between veterinary surgeons, support staff and clients, deal with feedback and understand the implications of advice given by professional indemnity insurers.
Knowledge, Qualifications, Skills and Experience
Knowledge/Qualifications

Essential:
A1 A degree or postgraduate/professional qualification in business administration or strong evidence of relevant experience of at least 7-10 years.

A2 Comprehensive knowledge of business processes and management information systems.

Desirable:
B1 Experience of veterinary clinical business and/or previous experience of managing a busy referral practice.

B2 Certificate in Veterinary Practice Managemen! t or similar.

B3 Certification or similar in workplace health and safety.

B4 A knowledge of University Procedures.

Dimensions

The SAH is a busy teaching and referral hospital with nearly 50 clinicians servicing 10 different specialities with the support of 42 nursing related staff and 11 management/administrative staff. Approximately 40 veterinary undergraduate students are also within the hospital at any one time, undergoing clinical training. The hospital also provides a first opinion emergency service for local veterinary practitioners.

Planning and Organising

  • Define, plan and organise a large workload independently, effectively and efficiently, covering a variety of projects simultane! ously and completing them within the specific time constraints.
  • Responsible for ensuring good governance and decision making structures within the hospital.
  • Respond in a timely manner to the needs of the Clinical Director, Associate Head of School for Clinical Operations, Commercial Director, Hospital staff and external stakeholders.
  • Plan and evaluate budget performance, monitor risk and be prepared to advise on corrective action plans where necessary.
  • Develop and update operational procedures for the efficient operation the SAH.
  • Organise working groups within the Hospital to deliver various tasks required by School (e.g. Practice Standard Scheme inspections).
  • Planning of nursing services in conjunction with Clinical Director and Head Nurse.
  • Ensure organisation of an efficient case throughput in bottleneck areas
  • Organisation of group meetings on a regular basis e.g. nursing, theatre, health and safety c! ommittee, infection prevention and control group
  • Organisation ! of hospital equipment service plans to ensure all equipment meets all requirements as dictated by workplace health and safety and the RCVS Practice Standards Scheme
Decision Making

  • Provide guidance and advice to SAH management on relevant matters.
  • Autonomy to make decisions in relevant areas using a high level of professional judgement.
  • Determine overall support service priorities and advise on changes in staffing and procedures.
  • Convene appointment panels for nursing, animal care assistants and administrative staff.
Internal/External Relationships

  • Liaising with internal stakeholders to ensure administrative processes are efficient and effective.
  • Maintain and develop effective working relationships with external stakeholders in order to ensure that the University’s and School’s objectives are achieved in the most cost-effective and efficient manner.
  • Liaise with the Con! vener of the Small Animal Hospital Health and Safety Committee.
  • Point of contact with:
Estates and Buildings Management with regards maintenance, refurbishment and new installation projects within Small Animal Hospital.

Problem Solving

  • Balance competing needs by setting and managing operational plans.
  • Responsible for addressing relevant operational issues as they arise, including deciding on best alternatives and finding solutions to issues in conjunction with Estates and Building, IT or other appropriate groups.
  • To have significant influencing skills across clinical services to ensure effective and timely action where appropriate.
  • Utilise monthly financial data to identify risks and determine necessary action.
  • Manage requests from staff, School and other University staff as well as external collaborators.
  • Negotiate and influence other! University departments, for example, IT Services, Estates and Building! s etc.
Other

This post requires a high degree of flexibility in order to manage and respond to operational issues, and the ability to mobilise and coordinate a number of staff. This requires excellent influencing skills.

The post holder is required to communicate effectively with academics, post graduate students (Residents and Interns), undergraduate students, nurses, administrative staff and clients. This requires a sound working knowledge of clinical matters, academic challenges and confidentiality issues.

Terms & Conditions

Salary will be on the Management, Professional and Administrative Grade, level 7, £32,267 - £36,298 per annum.

New entrants to the University will be required to serve a probationary period of 6 months.
